Don’t let Maryland’s cigar lounges stay in the dark ages

I heard about a bill from to what’s happening in Annapolis lately. If you care about having a proper place to light up in Maryland, Senate Bill 623 (the “Maryland Premium Cigar Lounge Act of 2026”) is the big one we need to talk about.

What’s the deal with SB 623?

Right now, Maryland’s tobacco laws feel like they’re stuck in the dark ages.

Basically in a dead zone where enjoying a premium smoke with your pairing is a legal headache. This bill fixes that by creating a specific Class C-PCL license for cigar lounges.

Here’s the breakdown:

The License: It finally gives local boards the green light to let qualified tobacconists serve drinks.

Keepin’ it Real: To make sure these stay true cigar sanctuaries, lounges have to pull at least 70% of their revenue from cigars and pipe tobacco.

No “cigarette bars” allowed.

Clean Air: It mandates high-end ventilation and exhaust systems, so the atmosphere stays top-tier for everyone.

Controlled Growth: They’re limiting licenses (one per 150,000 residents), so it promotes quality over quantity.

How You Can Help

As a student of the game, I can tell you: grassroots noise works. Legislators need to know we actually care about these spaces.

Hit Up Your Senator: Go to mgaleg.maryland.gov, find your rep, and send a quick note asking for a “Favorable” report on SB 623.

Speak Up: The Senate Finance Committee runs the hearings. You can submit written testimony or even sign up to speak if you’re feeling bold.

Talk to Your Local Shop: Check in with your local B&M owners. Most are already working with the PCA and can tell you exactly how to help their specific shop.
